On October 28 at 4AM, Officer Dan McChesney observed a vehicle on Harrison Avenue near First Street being driven by a person whom he had encountered earlier in his shift. During the earlier encounter, he observed that the person was obviously intoxicated but appeared to getting ready to drive. Officer McChesney conducted a motor vehicle stop and interviewed the driver who admitted that he had been told not to drive. Officer Pat Triano arrived to assist. The driver, a 32 year old Newark male, could not complete any of the roadside tests and was placed under arrest for DWI. He was processed at headquarters where he refused to submit to breath testing. He was summonsed for being an unlicensed driver as well.
